Biography: Chester L. Finch, Jr., 89, died of pneumonia on January 19, 2011 at Presbyterian Village, an assisted living facility in Little Rock, Arkansas. Born in Chicago, IL on May 23, 1921, Mr. Finch spent most of his life in the Washington, DC area. He graduated from Woodrow Wilson High School in 1939. He graduated from Lehigh University in 1943 with a degree in Industrial Engineering and was a member of Chi Phi Fraternity. Mr. Finch began a career with the C&P Telephone Company in the 1950?s and retired in 1983. He was a member and past President of the Washington Society of Engineers. Mr. Finch also had a distinguished career in the U.S. Army. He is a veteran of World War II, having served in the Philippines, New Guinea, and Japan. A Japanese lieutenant surrendered to Mr. Finch, the first officer he encountered in occupied Yokohama. Mr. Finch continued his service in the U.S. Army Reserves, as Commander of the 352nd Civil Affairs Area (A). In 1972, he received the Meritorious Service Medal, in recognition of the fact that his unit had received a Superior Unit Citation every year under his command. He served as President of the Civil Affairs Association in 1976. In 1973, Mr. Finch achieved the rank of Brigadier General in the U.S. Army Reserves. A member of American Legion Post 46, General Finch received a Distinguished Service Award from the American Legion in 1977. He was also a member of the Reserve Officers Association. He retired from the Army in 1981. Mr. Finch is survived by three daughters, Anne Parat (Dan) of Little Rock, Arkansas, Elizabeth Barber (Jeff) of El Paso, Texas, and Mary Finch of Aromas, California; two grandchildren; and six great-grandchildren. He was predeceased by his wife of 60 years, Cathryn R. Finch, and his sister, Ruth F. Watkins. A funeral service will be held at 11:00 A.M. on Thursday, January 27 at Trinity Episcopal Church, 14515 Church St., Upper Marlboro, MD followed by interment with U.S. Army Honors in the church cemetery on Rectory Lane in Upper Marlboro.
