Biography: Moise B. Seligman, Jr., civic leader and businessman for many years in Arkansas, passed away July 10, 2009, after a long illness. He was a dedicated husband, loving father, and grandfather who will be greatly missed by his family. Moise was born in Jackson, Tennessee, October 8, 1918, to Lucille and Moise B. Seligman. His family moved to Little Rock when Moise was two years of age. He attended Little Rock Public Schools, graduating from Little Rock Central High School. Moise graduated from Ouachita Baptist University where he was named a Distinguished Alumnus and served on several boards at the university. He was honored with the establishment of the Moise B. Seligman Scholarship Fund at the university in Arkadelphia, Arkansas. After graduating from Ouachita, he married Mary Elizabeth (Betsy) Strong from Arkadelphia, and they were married until her death in 1983. They had three children. In 1992, he married Billie Cruce Weatherly, to whom he remained married until his death. After college, he served in World War II, entering as a 2nd Lieutenant in the United States Army. He served as a General’s aide during the African Invasion and upon leaving the service, had attained the rank of Lieutenant Colonel. He continued to serve in the Army Reserves, earning the promotion to Major General, the highest rank for a reservist. He commanded the 122nd ARCOM, which included Arkansas, Louisiana, Texas, Oklahoma, and Mississippi during the Vietnam War. He was on active duty during those years. He was also President of the Arkansas Army Reserves and retired after 40 years of service. His business career began at the Arkansas Paper Company in Little Rock as a toy salesman and later became the owner of the company. Arkansas Paper Company was part of Consolidated Marketing Inc., headquartered in Shreveport, Louisiana, a holding company for 22 paper and plastic companies in Arkansas, Louisiana, Texas and Mississippi. Consolidated Marketing Inc. was the largest privately owned paper company in the United States. In Little Rock, he was involved in many civic organizations. He served on the board of the Greater Little Rock Chamber of Commerce. He was President of the Downtown Kiwanis Club and Chairman of the Kiwanis Minstrel for several years. He also served on the board of the Little Rock Boys Club and served on the Wilbur Mills Highway Commission. He was a member of Trinity Methodist Church, The Arkansas Arts Center, and The Country Club of Little Rock. He was preceded in death by his son, Moise B. Seligman, III, in 1973. He is survived by his wife, Billie Cruce Seligman; two daughters, Susan Steelman and her husband Alan, of Dallas, Texas, Mary Elizabeth (Boots) Warrick and her husband Alan, of Little Rock; two grandchildren, Elizabeth Fuller of Little Rock, and Daniel Fuller and his wife Kirsten of Dallas, Texas; and two great-grandchildren, Ryan Elizabeth and Jack Hamilton, of Dallas, Texas. He is also survived by three step-children, Susan Lawrence and her husband Herb, Lee Dougall and her husband Pete, and Charles Benson, Jr. ; and four step-grandchildren. The family would like to thank all of the staff at Presbyterian Village, especially his wonderful, caring friend, Charlene Hatter. Also, the family gives great thanks for Crawford "Matt" Matthews for his caring, help and support during Moise’ illness. And most of all, to our step-mother Billie, for her complete devotion, care and love. There will be a celebration of the life of Moise B. Seligman, Jr. with a visitation Tuesday, July 14, from 5 to 7 p.m. at Ruebel Funeral Home, and a private family service and burial at Mount Holly Cemetery.
