Carroll was one of my favorite co-workers when Mike and I worked for the City of Little Rock in Public Works. He always had time to help me with any questions, and he always had a smile on his face.

I worked with Mr. Ball when I first began my career with the City of LR and he still came by to visit me when he was in the building. He was a great fellow. He always called me Modean although he knew my name was Modena. He was a special person and I hope that he is with the Lord.

Mr. Ball(Carroll) was one of my mentors with the City of Little Rock Civil Engineering Div. He was a RARE man who took the time and effort to help one do a better job, as he knew in the long run it would not only help that individual, but the City of Little Rock. His professional contributions to the City of Little Rock Department of Public Works and his co-workers will probably never be matched. I know of no contemporary like him.

It is my greatest wish that his family know my husband and I did not know of his passing until it was too late to attend and we hope that the good memories will sustain his family thru their loss.
