Bill was an Eagle Scout and graduated from Jacksonville High School when the Little Rock Schools were closed in 1958-59. He attended and graduated from the University of Arkansas in Fayetteville in June 1964 and was commissioned into the U.S. Army as a 2nd Lieutenant, Artillery, serving in South Korea from May 1964 to June 1965.

He was a member of the Downtown Little Rock Rotary Club (Club 99) and was a Paul Harris Fellow. Bill served on the board of Lakeside Country Club and was a member of the Little Rock Country Club. A member of Sigma Chi Fraternity, Bill served as secretary of the Sigma Chi House Corporation (U of A) for over 25 years.

Bill was married to Genie Johnson Sigler for 48 years until her death in 2015. Together they had their wonderful daughter, Beth. Bill was blessed to find love again with his wife of over 7 years, Gay White.

Bill enjoyed hunting, fishing, golf, travel, road trips, exploring Arkansas, and the Razorbacks. He loved his family and friends deeply, and participating in these activities with them was a joy in his life.
