Biography: Sanford Malone Wilbourn, 96, died on February 27, 2023 after a short illness. Born in England Arkansas on October 5, 1926, he was the son of Sanford and Ethel Malone Wilbourn. During his teenage years, the family moved to Lonoke where he attended high school and discovered a passion for engineering.

In 1942 at age 16, Sanford entered the University of Arkansas. After his freshman year, he joined the army to support the United States in World War II. He was selected to study engineering as part of an Army Specialized Training Program. Ultimately, the Army sent him to Stanford University, where, with the help of the GI bill, he graduated and received bachelor’s and master’s degrees with honors in civil engineering in 1946.

He returned to Arkansas after graduation, settling in Little Rock, and marrying Mary Virginia Stallings of Morrilton. They had two sons, Sandy and Chris.

After working for Marion L. Crist and Associates for several years, Sanford joined an engineering partnership with Neal and Mark Garver in 1956. They incorporated as Garver & Garver in 1958. Sanford helped Garver grow rapidly, being instrumental in the design of bridges, and roads for the interstate highway system and the Arkansas Highway Department. In 1970, Sanford became Garver’s President and CEO and continued leading Garver, until his retirement in 1991. During his tenure, Garver & Garver grew to become the largest consulting civil engineering firm in Arkansas. Sanford’s work was instrumental in the planning, design, and construction of hundreds of local infrastructure projects, notably: the I-630 expressway, the Little Rock Port, the Arkansas McClellan Kerr Lock and Dam System, the I-440 Causeway and Arkansas River Bridge as well as the Bill and Hillary Clinton Airport (formerly LR National Airport). Now named Garver, the company has continued to expand, building on Sanford’s legacy of excellence in design and teamwork, and is a major regional consulting engineering firm with over 1000 employees.

Sanford was active in the Arkansas engineering community. He served as the board president for the Arkansas State Board of Licensure for Professional Engineers and Professional Surveyors from 1982-1992 and was elected to the Arkansas Construction Hall of Fame in 2002.

After the death of Mary Virigina, his wife of 50 years, he was married in 2002 to Carlyn Langston. They enjoyed an enlarged family, extensive travel, and supporting the Arkansas arts community until her death in 2011.
Sanford was a long term volunteer with the Boy Scouts of America, earning silver beaver award for adult leadership and being instrumental in creation of the Cove Creek (now Gus Blass) Scout Reservation. He was a longtime member of the Rotary Club of West Little Rock, patron of Arkansas Repertory, and a member of Saint Mark’s Episcopal Church for over 60 years. He was an avid tennis player for over forty years.

Sanford had an informal style that put people at ease as he demanded excellence from himself and all around him. He was an optimist who brought his ability to ‘build bridges’ to the future in every activity from working with his clients, solving problems at work, supporting community organizations, participating in church and loving his family.

He is survived by his sons, Sandy Wilbourn (Joanne) of Palo Alto, CA. and Chris Wilbourn of Little Rock, AR; grandchildren: Mary Carmina Wilbourn of Palo Alto, CA, Steven Wilbourn of Washington DC, and Rachel Wilbourn of Pensacola, FL; step-children, Ann Cooper of Hot Springs, Ar , Sandy Watson (Sam) of Maumelle, AR, Laurie Brookes (John) of Maumelle, AR, Hodie Langston (Inez) of Springdale, AR step-daughters-in-law, Kelle Langston Christian (Dodson) of Maumelle, AR , Crystal Langston of Fayetteville, AR and Annie Langston of Fayetteville, Ark, 13 step grandchildren and 17 step great grandchildren
Service to be held 2 PM March 17th, 2023 at Saint Mark’s Episcopal Church in Little Rock.

Sanford Wilbourn was a prince of a person. That is how I remember my friend. I was fortunate to be someone he mentored as a fellow engineer. He was a pillar of the profession but he felt a real passion to make “you young guys” better representatives of our profession. Though I was not a civil engineer he didn’t openly make me feel like mechanical engineering was a less respected field of endeavor. He made me feel special all times we were together. I will miss he as will his family and his many friends. The field of engineering in Arkansas has lost a giant. Prayers for his family.

I know that my dad was waiting for Sanford on Heaven's tennis court, along with Victor Menefee and the many others that they all played with. I remember Mr. Wilbourn and how nice he was. I think I may have even played against him on the tennis courts with dad at one time. He was a part of that 'greatest generation' that my generation is missing now.

Chris and Sandy,
What a great run your Dad had. So many accomplishments, such civic involvement, such a commitment to his family and he even found time for quite a bit of fun, especially in retirement. Both of you can be very proud of him. After all of those tours of water treatment plants and sewage treatment plants with Boy Scout Troop 358 (?) I know he played a significant role in my then developing interest in public works and transportation.

I hope that all your good memories help you through this difficult time.

Sanford was a fellow member that helped found the Arkansas Academy of Civil Engineering. He was always deeply respected by all of us junior engineers. He is a guy who made a difference for everyone he touched in his lifetime. God bless all his family, I am sure he is being amply remembered by all. Jack Buffington.11

So sorry for your loss. Your dad was a great person. I didn't know him well but I remember meeting him in his office when i was a District Executive for the Boy Scouts about 1975 or 1976. I heard more about him than I learned from personal experience. He will be missed.

I believe that I have know Sanford all of my life
He was a friend of my mother from England,Arkansas; a friend and colleague of my father in the building trade, and scoutmaster/father when I was a scout
Later, it has been my privilege to be his physician, but always his friend.
He was the most positive, encouraging, strengthening and respectable person that he could be and set us an example of being a loving friend.
He will be well remarried and greatly missed.

This is March 8th and I just learned that my Very Good Friend has passed away. He will forever be remembered and missed in my life. My heart hurts for his family and multitude of friends. My prayers and love goes out to each of you. God Bless!!
