Carthel Ray “C.R.” Watters, born in Heber Springs, AR on Feb. 8, 1948 to Verna Mae (Bishop) and Lloyd William Watters, passed away Feb 1, 2023 in Little Rock, AR.
C.R. held an associate degree from UALR and proudly served the City of Little Rock on the Police Department from 1969 to 1992, attaining the rank of Captain. He was a graduate of the 119th Class of the FBI Academy, and was Chief of Police in Benton, Ark from 1995-2003. He was a board member of the Boys and Girls Club and an adjunct professor of Criminal Justice at UALR.
Carthel loved to fish and hunt, was an expert marksman, an Advanced Class ham radio operator, and enjoyed playing guitar, singing, dancing, visiting with friends and family and had the world’s best smile.
He is survived by his sons, Jeff of Higden, AR and Nick (Kristen) of Collinsville, CT. Grandchildren, Brooke Fortenberry (Noah), Austin and Seth Watters, Teagan and Dax Watters, Great grandchildren, Briar and Brazen Fortenberry. He is also survived by his sister, Sharon Jennings (Don) of Ft Walton, FL, and many family members. He is predeceased by his parents and an infant son. Also left to mourn his loss is his fiancée and partner of many years, Lee Holt.
