Biography: Jeannine Owen Phelps, age 90, died Saturday, September 10, 2022. She was born June 23, 1932, in Parkdale, Arkansas to the late Gayle and Helen Owen.
 
A long-time educator, Jeannine taught at both parochial and publics schools.  She began her career at St. Edward’s Catholic School (1970) and the Episcopal Cathedral School, before transferring to the Bryant Public School District (1987) as its first Gifted and Talented Administrator.  After retirement in 1997, she continued to teach at St. Patrick Catholic and Episcopal schools. She spent the last years of her work at the Rockefeller Public School on a short-term basis until she retired permanently in 2009.
 
Besides a sister, Dell Marie Hegi (Gene), Jeannine is survived by two children, Jo Kelly (Frank), and Don Phelps (Cindy), three grandchildren, Jay Kelly (Emily), Kelsey Suskie (Trey), Garrett Phelps, and two great grandchildren.
 
End of life arrangements are entrusted to Ruebel Funeral Home.  A service will be held Tuesday, September 20th, 2PM, at Christ Episcopal Church, 509 Scott Street, Little Rock.
 
Jeannine asked that memorials be made to the Humane Society of Pulaski County, 14600 Colonel Glenn Road, Little Rock, AR 72210, in honor of her cat, Felix, a rescue cat and companion of many years, or to your favorite charity.

Our family so loved Jeannine! We will greatly miss her. I first met Jo's Mom when she invited me to their knitting group to learn how to knit in 2011. I learned how to knit but learned so much more from Jeannine! Our family regularly visited her, Van adored her and would fix her tech needs whenever she had a problem. I would bring her yummy blueberry scones or peach bars and she would encourage Beth in her educational plans to pursue nursing. She was a fantastic cook and always had cookies on hand for visitors and every Christmas, she made some fruit cake for Van. We will miss her but we are so glad to have known her! Our prayers and thoughts are with her family, grandkids and great-grandkids.

I loved Mrs. Phelps. She was my 6th grade teacher. She was one of my mother's best friends and our families ended up as friends. We camped together the hot summer of 1980 along with the Harrison's. I remember when she fell skating and broke her back! My father helped her purchase cars, and I specifically remember her surprise 50th birthday party. The theme was a wake and everyone dressed in black and we picked her up in a black Cadillac convertible. Such happy times remembered and I hope you will tell my father, the Harrison's and Shari that we miss them very much and we will be together one day.

Jo, Donnie, Trey and the Phelps-Suskie Family, May God grant you strength at this time of loss. This is most importantly a time to celebrate a life well-lived. Your mother was a superb educator at St. Edward's Parochial School. She raised a wonderful family whom she was devoted to totally. So very lucky to have known Ms Phelps from a student to a close family friend for years. She was a amazing teacher and wonderful lady. Our world was a much better place with Ms Phelps. I enjoyed her as an educator while a student at The Cathedral School, and enjoyed her quick wit even more as I got to know her as an adult. I almost got smacked for calling her Mrs. Phelps, out of habit, so you will be missed, Jeannine!
