Biography: Richard “Dick” Recher Nugent, devoted father and husband, died in the early morning of Sunday, January 30th, 2022, at home in Little Rock surrounded by his loving family.
 
He is survived by his beloved wife, Catherine; daughter Stephanie (Robin), granddaughter Savannah; son Erik (Claudia), grandson Tiago; son Benjamin (Jennifer), grandchildren Maggie Rose and Miles; and preceded in death by parents Fred Bard Nugent and Marie Recher Nugent and sister Martha Harden.
 
Dick was born in Reading, Pennsylvania on April 27,1940. He received his undergraduate degree from Amherst College in 1962, his medical degree from the University of Pennsylvania in 1966, trained in Obstetrics and Gynecology in Burlington, VT, received his master’s degree in Public Health from the University of North Carolina in 1973, and was board certified in Preventive Medicine.
 
He pursued a career in Public Health, researching, devising, and implementing programs to lower infant mortality rates. He was the Medical Director of the North Carolina State-Wide Perinatal Program and Assistant Chief of the Women’s Health section from 1974-1982. And then from 1982-2010 was Director of Maternal and Child Health for the Bureau of Public Health Programs for the Arkansas Department of Health. He also served as Professor in the Department of Health Policy and Management in the College of Public Health, UAMS, where he was instrumental in overseeing the development of the Maternal and Child Health branch of the UAMS Master’s in Public Health. He worked tirelessly for the advancement of perinatal care in Arkansas, particularly for those in rural and/or underserved communities.
 
He was honored with many awards through his career including the Ross Award for Distinguished Service in Maternal and Child Healthcare, given annually by the Southern Health Association for Outstanding Service and Contributions to Public Health (2008); the Angels, Hawks-Workman Perinatal Award, for his contribution to the health and welfare of mothers and babies in Arkansas (2008); and in recognition for many years of outstanding service and contributions to the nation’s mothers and children, adolescents and children with special health needs: the HRSA Maternal and Child Health Bureau Director’s Award (2009) and the HRSA Maternal and Child Health Bureau Director’s Award, both bestowed by the US Department of Health Resources and Services (2009).
 
A celebration of life with friends, colleagues, and loved ones will be held on Friday, February 18, 2022 from 3 to 5 p.m. at Ruebel Funeral Home in Little Rock. A private interment will be held at the Arkansas State Veterans Cemetery in North Little Rock. In lieu of flowers, memorials may be made to the March of Dimes.  Arrangements are under the direction of RuebelFuneralHome.com

My thoughts and prayers to the family. I had the honor of working with Dick in several capacities at ADH. I first met Dick at an MCH conference in North Carolina. He joined me at lunch out of the blue and asked all these questions about MCH services in Ark. I considered ADH services top notch but couldn’t imagine why an MD in No. Carolina would be so interested. Then several weeks later I meet ADH new MCH Medical Director, Dr. Richard Nugent. A very pleasant surprise. He never let being an MD get in the way of doing anything and everything he could when it was needed. After ADH restructured in 2005 he became a valuable team member for the SE region. Even though I’m sure our regional meetings bored him to death he always participated and was the first to volunteer to go bring lunch back. He was truly a gentleman, a wonderful colleague and a good friend.

Dick was one of the best of us. Committed to doing good for others and not a mean bone in his body. Always there to help and teach others, while at the same time modest and not expecting anything in return. An example for us all.

The Nugent Family: May God grant you strength at this time of loss. I had the honor and privilege of working with Dr. Nugent at the Arkansas Department of Health (ADH) for several years as one of the legal counsel for ADH. Dr. Nugent was always a joy to work with. he was a brilliant physician and professor. He was unfailingly kind and considerate of everyone including those he disagreed with. An example is his work with the licensed lay midwives and their committee. Their rules went through significant revision several years ago. Dr. Nugent met with them for what seemed like years on their rules. He would meet with them for hours even after the office closed . They went over every comma, every word, and every sentence. He took into consideration their comments and objections. Dr. Nugent exhibited the patience of Job. He showed respect for all of their opinions and gave everyone time to express their opinions. The Rules were eventually finalized successfully. dr. Nugent was totally dedicated and devoted to improving infant and maternal care and reducing infant and maternal mortality. Dr. Nugent always greeted me warmly as he did everyone. I am certain that he exhibited the above qualities with his family as shown by the excellent obituary that captured his accomplishments. Dr. Nugent has been greatly missed since his retirement from ADH. May Dr. Nugent Rest in the Peace of Christ with all of our loved ones who have passed away to Heaven. Reg Rogers

I remember your first time at the Arkansas Department of Health in 1982 meeting with the Nurse Practitioner Coordinators. At first I had difficulty understanding such a brilliant mind but soon you commanded my respect and love. I worked beside you throughout your career. Such a gentle, caring, and kind man.

What a fitting tribute to Dick He was dedicated to everything that was right and good, family and his fellow human being. What a life and legacy. I was just getting to know him, having been able to get together for some wonderful dinners at his and Cathy’s house. What a kind, smart and interested person he was. He never let the topic go to him but instead always expressed interest in the other person. Cathy, you and Dick have become so special to me and Robert too. Dick lives on in you and your wonderful children You can take comfort that Dick left the world a better place because of his intelligence, compassion, and dedication. Love you Cathy . I hope to see you soon.
