Biography: John Phillip Carroll, 87 Little Rock, Arkansas The end chapter of a very good book quietly closed on Saturday morning in the Heights of Little Rock. John Phillip Carroll, 87, died peacefully in his own home on Fillmore Street where he had lived with his wife Diane for more than 48 years. Phil Carroll was born in Fort Smith, Arkansas on August 1, 1925 to Josephine and John Carroll and had one sister JoAnn. He graduated from Fort Smith High School in 1943, and a few months after receiving his diploma, Phil received his request to join the Army. The years as a soldier never left Phil. He arrived at the front lines in Europe as a 19 year old Squad Leader, Staff Sergeant and spent his first Christmas Mass in Strasbourg bearing his service rifle. On a bitter snowy day in January 1945, Phil along with his unit was captured by the German Army Panzer Division in the battle of Hatten, which occurred just after the Battle of the Bulge. He was captured and became a German prisoner of war in Stalag IV B until the war??s end. After returning from the war, Phil attended the University of Arkansas where he completed his degree and gained a law degree on the GI Bill. He was a member of the Kappa Sigma and Delta Theta Phi Fraternities. Only three months after gaining a job with the Rose Law Firm, Phil was called back to duty for the Korean War. Fate and friendship shined upon him. His best friend, Jack Deacon who was serving in the Pentagon asked Phil to join him in Washington, D.C. Aside from his family, Phil's most prized role was as a member of the Rose Law Firm in Little Rock, Arkansas. Phil joined the Rose Law firm in 1950, which was then known as Rose, Meek, House, Barron and Nash. Over the course of 63 years in practice Phil remained with one firm, the oldest law firm on this side of the Mississippi River. He believed that he practiced under and with some of the finest lawyers to ever practice in the State of Arkansas. He was a lifelong member of the Pulaski County Bar Association serving as its President in 1967 and received the Lawyer Award in 1980. He was also very active in the Arkansas Bar Association serving as its President in 1980-81, Foundation President in 1969 and Chairman of the Executive Committee. He obtained numerous awards throughout his career, including the C.E. Ransick Award of Excellence, the Ike Scott Fellow Award, the Outstanding Lawyer of Arkansas Award, and the University of Arkansas Outstanding Alumnus Award. He was a Fellow of the American Bar Foundation, Fellow of the American College of Trial Lawyers, Fellow of the International Academy of Trial Lawyers, and a Member of the House of Delegates of the American Bar Association representing The Uniform Law Commission. For most of his long career, Phil served as a Uniform Law Commissioner on behalf of Arkansas, serving as President of the entire national Conference of Commissioners from 1985-87. He became a Life Member in 1989 and received the organization's Lifetime Achievement Award. The Uniform Law Commission is the national organization that is responsible for studying and developing the uniform laws adopted by the fifty states to govern issues from commercial law to family law. Phil was a charter member and Secretary of the Arkansas Supreme Court Jury Instruction Committee that developed the pattern instructions used by juries throughout the state today. He served as a Special Chief Justice of the Arkansas Supreme Court in 1979, taught Evidence and Trial Practice at the Arkansas Law School and Communications Law at UALR. He was a Charter Barrister in the William R. Overton Chapter of Inns of Court. His devotion to practice and the Rose Firm ended only with his life as he maintained a daily schedule at the firm until his death this week. Phil was a lifelong Catholic whose faith in the Church never wavered. He attended Holy Souls Parish in Little Rock for more than 59 years serving as a lector, President of the Parish Council, President of the Little Rock Serra Club, President of the St. Thomas More Society, and President of the Allen School for Exceptional Children. Phil was active in the Little Rock community serving as President of the National Conference. on Christians and Jews and the Health and Welfare Council of Pulaski County. The light in Phil's eyes was reserved for one, his wife Diane to whom he was married for almost sixty years. They met at a very young age and Phil followed this beautiful Braniff flight attendant by car from airport to airport until she married him. They have been friends always, and the two of them together were the warmth and light of every dinner and party they ever attended. They traveled throughout Europe with many friends over their time together. Diane and Phil had three daughters: Becky Carroll (Linda Spink) of Washington DC; Susan Minshall (Bob) of Dallas, Texas; and Elizabeth Bradbury (Jim) of Austin, Texas; and grandchildren Margaret Payne (Trey), Grace and Ellen Minshall, and Sam and Jack Bradbury. A visitation will be held at Ruebel Funeral Home from 5 to 7 on Tuesday evening, March 12, 2013 and a funeral mass will be held at Holy Souls Catholic Church on Wednesday morning, March 13, morning at 11:00 am, with a reception following in the Parish Hall. A private family graveside service will follow at Mt. Holly Cemetery . The Carroll Family: May God Bless you at this time of loss! Mr. Carroll was a true example of a lawyer who followed the example of St. Thomas More (the patron saint of lawyers). he was instrumental in the formation of the St. Thomas More Society of Arkansas. He made great sacrifices for his country in World War II. He was totally devoted to his Catholic faith and family. All of us younger lawyers had the utmost respect and the highest regard for Mr. Carroll. I have just learned of Mr. Carroll's passing. I am so sorry. As a young lawyer, I listened in awe at House of Delegates meetings when lawyers like Phil Carroll or Jack Deacon spoke. I spent a considerable amount of time in Little Rock 2008--2010 and it seemed every time I went I ran into Mr. Carroll with his great smile and a sparkle in his eyes. His beautiful wife was often with him and from the way he responded to her it was apparent she was the love of his life. The Bar of Arkansas has lost another great leader and example to all lawyers.

Dear Family --
"Justice is the greatest concern of man on earth" -- a quote from Daniel Webster. Phil lived these words - his brother & sister lawyers know this as fact. There is no greater calling than to stand as an attorney at the 'Bar of Justice.' A good lawyer would try to imbue life into the Constitution, the Bill of Rights, the Statutory Law and Common Law by defining, asserting and defending the rights of citizens; and so it was with PHIL CARROLL.
All of Arkansas was fortunate of watch and learn from one of the finest - a quality legal mind and an honorable man. He was my friend...
We extend our condolences to all of Phil's kith and friends.

I will never forget the excitement in Phil's voice when he called to tell me how happy he was that I had prepared a bill to require the central filing of agricultural liens under the state's UCC, thereby ending the "nonuniformity" of Arkansas UCC law on this issue. I was privileged to work with Phil through our biennial collaborations concerning uniform laws. Phil's was always a call I enjoyed receiving, even during a busy legisaltive session. I greatly admired his dedication to the law and the legal profession, and will greatly miss his dry wit and gentle, profesional charm. He truly was a giant of the leagal profession and will be dearly missed. Thanks for everything, Phil. May you rest in peace.

Mr. Carroll was a prince, a gentleman, and a scholar, an excellent counselor, and admired by all. I was grateful for his help as I began my career. The Carroll family is in my prayers as we celebrate a life lived well. He was a blessing.

I was not fortunate enough to know Mr. Carroll myselr, but my father, W.S. Miller, Jr., always held him in high esteem and often offered him as an example of what a lawyer should be.

Phil was such a good role model for the rest of us. He set the example by living the example every day. It was a real privilege to have the opportunity to work with him at the Rose Firm. Over the years I have had so many of my friends from the former Arkansas Gazette comment about how much they thought of Phil and how well he wrote in legal briefs. I am sure that if God needs help drafting any new commandments, he will turn to Phil and ask for some help...
He will be missed!

Diane, Ruthe & I are away so we cannot be with you. From the time I first met Phil when we arrived in LR, I have admired & respected him. He was the most warm hearted and affable of men. It was impossible not to understand his love for his profession and all he gave back over the years to all lawyers everywhere thru his work and devotion to the Uniform Law Commission and the Arkansas Bar. He was a giant among us.. I will miss him and him warm and embracing smile.

Another giant is gone. I so enjoyed his friendship and company, and there is no question that he made such a positive mark on the legal profession in Arkansas, and was a great ambassador for Arkansas lawyers. I have been privileged to work with Phil on various bar projects over the years, and to visit with him from time to time. I will miss his wisdom. My heart and prayers are for his family at this time. He was a good man, a good friend, a good lawyer, and a great leader.

Ms. Carroll, Heaven is rejoicing, while we left are so sorrowful. Mr. Carroll will be missed by so many of us he came in contact with in life. His wit, his smile, his genuine talent of always doing and saying the "right thing"....Arkansas has lost a great citizen, and America has lost one of THE GREATEST Statesmen. His admiration of example of love-unending toward you was evident in those beautiful eyes when he saw you walk across the room. He was a JOY to us all.

Well done, good and faithful servant; thou hast been faithful over a few things, I will make thee ruler over many things: enter thou into the joy of thy Lord.

Phil never said an unkind word to me. And for the last three years he never failed to ask me about my young kids and remind me they are a joy. I have a old "Daily Record" in my office entitled "Phil Conquered Life Prior to Career as Attorney." He did that in war as in life. Phil was a wonderful friend and mentor. As a mentor his best lessons, dedication and faithfulness, were taught by example.
